NEC ETHICAL ISSUES
WHAT ARE THE ACTS OF MISCONDUCT AT NATIONAL ELECTORAL COMMISSION?
Rule 11.11: Standing Order B: Acts of misconduct include -
i. Unauthorized absence from duty, or any abuse of sick leave.
ii. Improper, negligent, inefficient or incompetent performance of duties;
iii. Refusal or failure to performance properly assigned tasks and duties;
iv. Failure to obey lawful instructions, including circulars, instructions or standing orders issued by competent authorities;
v. Hindering or obstructing any member of the NEC in the discharge of his/her duties;
vi. Unbecoming or improper behaviour of any nature, including any use of any drugs in public or private places, or the consumption of intoxicating liquor, beer or wine to excess at any time or in any place in a manner or circumstances likely to bring the NEC or any part thereof into disrespect or disrepute;
vii. Unbecoming or improper behaviour while on official duty, including the use of any drugs or the consumption of intoxicated liquor, beer or wine on NEC premises or in official vehicles;
viii. Improper behaviour in the form of acts which are politically partisan, biased or politically motivated in nature, including but not limited acts proscribed under the Electoral Laws Act 2002;
ix. Unbecoming behaviour which would reasonably result in a perception of political partnership, bias or political motivation in the execution of official duties;
x. Failure to report improper conduct on the part of any officer of the NEC;
